To further fulfill the trade union’s functions, pool the wisdom and strength of all employees, and promote the company’s high-quality development, the Second Session of the Fourth Congress of Employee Representatives and the Congress of Trade Union Members of Dongyue Company was solemnly held on the morning of April 4, 2026, in the third-floor conference room of the Road & Bridge Business Unit at the Dongyue International Industrial Park. Of the 38 delegates expected to attend, 34 were present and 4 were absent; the number of attending delegates met the statutory requirements, rendering the meeting legal and valid. Bearing the earnest trust of all employees, the delegates gathered to deliberate on major matters and successfully completed all items on the agenda.

At 9:00 a.m., Comrade Jia Xiaowei, the moderator, reported the number of attendees and declared the conference officially open. The event commenced to the solemn strains of the national anthem. During the meeting, Comrade Lu Wenzhong, on behalf of the Trade Union Committee, presented the “2025 Annual Report on Trade Union Work.” The report comprehensively reviewed the significant achievements made by the company’s trade union in 2025 in areas such as innovation and efficiency enhancement, safeguarding workers’ legitimate rights and interests, enriching employees’ cultural life, and supporting the company’s production and operations. It also objectively analyzed the current circumstances and tasks facing trade union work and laid out specific plans for the next phase of its activities. The report was thorough and well‑structured, with key points clearly highlighted, and received unanimous approval from all delegates.

To ensure the fairness, impartiality, and transparency of the conference’s voting procedures, the assembly reviewed and approved the proposed lists of scrutineers, vote counters, and tellers. Designated personnel were assigned to strictly fulfill their duties and conduct all operations in full compliance with established protocols, thereby providing a solid guarantee for the smooth execution of all voting activities. Subsequently, Comrade Jia Xiaowei submitted a motion to supplement the ranks of employee representatives and adjust the composition of the trade union committee. Following careful deliberation by all delegates and a secret ballot, the motion was duly adopted, approving the addition of Lei Yumei, Yan Yongwang, Niu JinSu, Zhang Qian, and Li Bin as employee representatives (trade union member representatives) and reassigning Comrade Zhang Qian to the trade union committee. These additions and adjustments have further refined the structure of employee representation and optimized the staffing of the trade union committee, laying a robust organizational foundation for the orderly advancement of trade union work.

In response to the development philosophy of thrift and efficiency, Comrade Gao Xiuwen unveiled at the meeting the “Thrift and Frugality: Upholding Our Original Aspiration and Shouldering Our Mission” initiative for employees, calling on all staff to firmly cultivate a strong sense of conservation, implement energy‑saving measures in their respective roles, eliminate wasteful practices, and jointly foster a work environment characterized by frugality, diligence, and hard work. This initiative received unanimous support from all delegates.

In accordance with the agenda, the conference convened all delegates into three working groups to engage in focused discussions. Delegates actively offered constructive suggestions and engaged in thorough exchanges on the conference’s agenda items, the company’s development plan, and pressing issues of concern to employees, putting forward numerous well‑targeted and actionable recommendations. This fully demonstrated the responsibility and commitment of employee representatives in participating in the company’s democratic management and oversight.

Following the conclusion of the discussion, Comrade Zhang Yangxun, Chairman and General Manager, provided detailed responses to the proposals submitted by the employee representatives. For each proposal, he clearly outlined the approach to handling it, the measures for advancing implementation, and the deadlines for completion, thereby effectively addressing the employees’ legitimate concerns. This demonstrated the company’s high regard for the employee representatives’ proposals and earned the unanimous approval of all delegates.

Subsequently, the assembly convened to deliberate on all agenda items and conduct a secret ballot; every proposal was adopted unanimously. The assembly also heard and approved the Resolution of the Second Session of the Fourth Workers’ Congress and Trade Union Members’ Congress of Dongyue Company. Finally, amid stirring international songs, the assembly concluded successfully.

The successful convening of this Workers’ Congress and Trade Union Members’ Congress has further consolidated the shared vision and consensus of all employees, clarified the key priorities of trade union work, and established a vital channel for communication and dialogue between the company and its workforce. Moving forward, the Dongyue Company Trade Union will take this congress as an opportunity to earnestly fulfill its statutory functions—listening to the voices of employees, safeguarding their rights and interests, and rallying their collective strength—so as to align trade union efforts with the company’s development. It will also guide all employees to approach their work with renewed enthusiasm and a more pragmatic, results‑oriented spirit, thereby contributing their wisdom and energy to Dongyue Company’s sustained, healthy, and high‑quality growth.
